      Test environments are registered into the TEST_ENVIRONMENT registry from
      code, and the tracker now explodes with whatever DetonateExplosiveEvent
      changed, a bug the merged creeper gametests exposed.
      
      The previous api-12 based bug fix does not apply in this branch due to
      gamerules already being checked (and therefor each platform) in level#explode.

      Intellij's build runs from different folders and puts compile-only
      jars on the classpath. This fixes some of the override resources
      that would happen, as well as versioned duplicate libraries being
      loaded by the game layer.
      
      Because the mod loaders are different per platform, NeoForge now
      can only find mixin configurations on a classpath, so we generate
      it as part of a synchronization step.

      The gametest mixin configs were switched into the one shared mods.toml whenever a gametest task was in the graph, so the unit test run in the same build failed to find them. The gametest classpath now gets its own mods.toml that takes priority over main's.
