      An update from 1.19 lead to changes with how gamerules are evaluated for
      explosions caused by Creepers and other exploding entities. This
      restores gamerule checks for both vanilla and for Forge/NeoForge
      platforms. A few gametests confirm the behaviors and verify plugin
      overrides still function as well.
