      Forge at the time of writing does not have a public release, and
      NeoForge has breaking changes to their fancymodloader, which
      requires more work to get updated. So, I'm disabling Forge and
      NeoForge from building on api-17 for now.
      
      This will allow SpongeVanilla to build for 1.21.9
